   An act to amend Section 19849.18 of the Government Code, relating
to state employees.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1058, as amended, Pan. State employment: supervisors.
   Existing law requires that supervisors of state employees
represented by State Bargaining Unit 5, 6, or 8 receive salary and
benefits changes that are at least generally the economic equivalent
to the salary and benefits granted to employees they supervise.
Existing law requires that the specific benefits that these
supervisors receive be determined through a meet and confer process.
   This bill would extend these requirements to apply to the salary
and benefits changes for supervisors of state employees represented
by State Bargaining Unit  7.   7 who are
classified as peace officers by the California Department of Human
Resources. 
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 19849.18 of the Government Code is amended to
read:
   19849.18.   Supervisors   (a)  
  Subject to the limitations of subdivision (b), supervisors
 of state employees represented by State Bargaining Unit 5, 6,
7, or 8 shall receive salary and benefits changes that are at least
generally equivalent to the salary and benefits granted to employees
they supervise. For purposes of this section, "salary" means base pay
and shall not be construed to include such forms of compensation as
overtime. The benefit package shall be the economic equivalent, but
the benefits need not be identical. The determination of the specific
benefits that supervisors of state employees represented by State
Bargaining Unit 5, 6, 7, or 8 shall receive shall be made through a
meet and confer process as defined in Section 3533. 
   (b) With regard to supervisors of state employees represented by
State Bargaining Unit 7, this section shall only apply to supervisors
who are classified as peace officers by the Department of Human
Resources.
