Relative to the International Day of the Girl Child.

HR 60, as introduced, Caballero.

WHEREAS, The International Day of the Girl began as a project of Plan International, a worldwide nongovernmental organization, out of the Because I am a Girl campaign, which raises awareness of the importance of nurturing girls globally and in developing countries in particular; and

WHEREAS, October 11 was designated by the United Nations as the International Day of the Girl Child, first observed in 2012 and each year thereafter; and

WHEREAS, The International Day of the Girl Child recognizes that the empowerment of, and investment in, girls and the meaningful participation by girls in decisions that affect them, are key in breaking the cycle of discrimination and violence and in promoting and protecting the full and effective enjoyment of human rights; and

WHEREAS, There are 1.1 billion girls today, a powerful constituency for shaping a sustainable world that is better for all of us, and one that is brimming with talent and creativity. Girls’ dreams and potential, however, are often stymied by discrimination, violence, and lack of equal opportunities; and

WHEREAS, One such issue is child, early, and forced marriage. The data shows that one in three girls in developing countries, except China, get married before they turn 18 years of age. Girls who are child brides lose education opportunities, are more vulnerable to physical and sexual violence, and bear children before they are physically or emotionally ready. This cycle of violence carries over into womanhood and across generations; and

WHEREAS, There are glaring gaps in data and knowledge about the specific needs and challenges girls face. The theme for this year’s International Day of the Girl Child, therefore, is “Girls’ Progress = Goals’ Progress: a Global Data Movement,” and is a call for action on the increased investment in collecting and analyzing girl-focused, girl-relevant, and sex-disaggregated data; now, therefore, be it

Resolved by the Assembly of the State of California, That the Assembly honors October 11, 2017, as the International Day of the Girl Child as a day of observance that supports more opportunities for girls and increases awareness of inequality faced by girls worldwide because of their gender; and be it further

Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
