BILL NUMBER: AJR 52 INTRODUCED BILL TEXT INTRODUCED BY Assembly Members Linder and Nestande (Coauthors: Assembly Members Medina and Melendez) (Coauthor: Senator Roth) AUGUST 7, 2014 Relative to military base realignment and closure. LEGISLATIVE COUNSEL'S DIGEST AJR 52, as introduced, Linder. Military base realignment and closure: County of Riverside. This measure would declare that the Legislature joins the County of Riverside in opposing base realignment and closure affecting the Naval Surface Warfare Center, Corona Division, and March Air Reserve Base. Fiscal committee: no. WHEREAS, The United States Navy's Naval Surface Warfare Center, Corona Division, and March Air Reserve Base are located in the County of Riverside; and WHEREAS, The Naval Surface Warfare Center, Corona Division, and March Air Reserve Base are major employers in the southern California region and major contributors to the region's economy; and WHEREAS, Both military installations generate an annual payroll approaching $1 billion for local workers in the civilian and military workforces; and WHEREAS, The United States Department of Defense contracts with 900 small business owners located in the County of Riverside and its 28 cities, representing $5 billion of economic activity and thousands of direct and indirect jobs in the region; and WHEREAS, The United States Secretary of Defense has repeatedly recommended that the United States Congress authorize the closing of military bases domestically and abroad; and WHEREAS, The United States Secretary of Defense has specifically requested that another Base Realignment and Closure Commission be authorized in the near future to close military bases across the nation and around the globe; and WHEREAS, The Naval Surface Warfare Center, Corona Division, and March Air Reserve Base are assets to the United States Armed Forces and both installations provide unique missions in support of national security and disaster response that make these bases ideal to serve as national models for military and defense missions; and WHEREAS, Both installations have been reviewed by prior Base Realignment and Closure Commissions, which resulted in March Air Force Base being realigned to a reserve installation and adverse impacts to the Naval Surface Warfare Center, Corona Division; and WHEREAS, Base realignment and closure adversely impacts the economies of the County of Riverside and its 28 cities, and the region has not fully recovered from the jobs lost as a result of previous base realignment and closure; and WHEREAS, The reuse of lands outside the cantonment area of March Air Reserve Base has not progressed for a variety of reasons related to the Great Recession and a lack of capital available for financing; and WHEREAS, Representatives in the United States Senate and House of Representatives oppose further cuts, reductions, and realignments to the missions and resources of these two installations; and WHEREAS, The Office of Military and Defense Services of the County of Riverside opposes base realignment and closure affecting the Naval Surface Warfare Center, Corona Division, and March Air Reserve Base; now, therefore, be it Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature joins the County of Riverside in opposing another round of base realignment and closure affecting the Naval Surface Warfare Center, Corona Division, and March Air Reserve Base; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
