An act to add Article 6.25 (commencing with Section 8592.15) to Chapter 7 of Division 1 of Title 2 of the Government Code, relating to emergency services.

Emergency services: staffing grant program.
The California Emergency Services Act establishes the Office of Emergency Services and provides that the office is responsible for the state’s emergency and disaster response services and serves as the State Disaster Council for the purposes of the California Disaster and Civil Defense Master Mutual Aid Agreement. The act authorizes state agencies to provide mutual aid, including personnel, equipment, and other available resources, to assist political subdivisions during a local emergency or in accordance with mutual aid agreements or at the direction of the Governor.
This bill would direct the Office of Emergency Services to establish and administer a grant program entitled the California Staffing for Adequate Fire and Emergency Response (CA SAFER), upon appropriation of sufficient funds by the Legislature, to augment California’s firefighting
mutual aid system.

The people of the State of California do enact as follows:
SECTION 1.
Article 6.25 (commencing with Section 8592.15) is added to Chapter 7 of Division 1 of Title 2 of the Government Code, immediately following Article 6.2 of Chapter 7 of Division 1 of Title 2, to read:Article 6.25. California Staffing for Adequate Fire and Emergency Services Response Grant Program
8592.15.
(a) The Office of Emergency Services shall establish and administer a grant program entitled the California Staffing for Adequate Fire and Emergency Response (CA SAFER), upon appropriation of sufficient funds by the Legislature, to augment California’s firefighting mutual aid system.(b) The purpose of the CA SAFER grant program is to provide funding directly to fire departments to increase or maintain the number of trained, “front-line” firefighters available in local communities and for mutual aid deployments in order to enhance California’s firefighting mutual aid system.
(c) Eligible activities under the CA SAFER include both of the following:
(1) Hiring of firefighters.
(2) Recruitment and retention of firefighters and volunteer firefighters.
(d) The Office of Emergency Services shall develop guidelines addressing, among other things, each of the following.
(1) Funding eligibility.
(2) Performance metrics.
(3) Reporting requirements.
