An act to amend Section 42005 of the Public Resources Code, relating to solid waste. An act to add Section 78010 to the Education Code, relating to community colleges.

AB 2795, as amended, Eduardo Garcia. Solid waste: postconsumer waste and recycled materials plans. Community colleges: concurrent award of associate degree and high school diploma.

Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes community college districts throughout the state, and authorizes them to provide instruction to students at the campuses they operate.

Existing law authorizes community colleges to grant associate in arts and associate in science degrees. Existing law authorizes the governing boards of community college districts maintaining adult schools to prescribe requirements for the granting of adult school diplomas. Existing law also authorizes community college districts to provide adult education in conjunction with school districts as part of regional consortia.

This bill would expressly authorize a community college district to establish and offer to students a course of study leading to the concurrent award of an associate degree and a high school diploma.

Existing law, the California Integrated Waste Management Act of 1989, administered by the Department of Resources Recycling and Recovery, establishes an integrated waste management program. The act requires the department to develop a comprehensive market development plan using existing resources that will stimulate market demand in the state for postconsumer waste material and secondary waste material generated in the state, and requires that the plan include specified goals. The act requires the plan to include efforts to encourage and promote cooperative, regional programs to expand markets for recycled materials. The act also requires the department to develop a plan, using existing resources, to provide assistance to local agencies when requested by a city, county, or regional agency, in the implementation of cost-effective programs that provide a quality supply of recycled materials for markets.

This bill would make nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:

SECTION 1.

 Section 78010 is added to the Education Code, to read:

78010.

 Notwithstanding any other law, a community college district may establish and offer to students a course of study leading to the concurrent award of an associate degree and a high school diploma.

SECTION 1.Section 42005 of the Public Resources Code is amended to read:

42005.

(a)The department shall develop a comprehensive market development plan using existing resources, that will stimulate market demand in the state for postconsumer waste material and secondary waste material generated in the state.

(b)The department’s market development plan shall include, but shall not be limited to, achieving all of the following goals:

(1)Increasing market demand for postconsumer waste materials and secondary waste materials available due to California’s source reduction and recycling programs.

(2)Increasing demand for recycled content products, especially high quality, value-added products.

(3)Promoting efficient local waste diversion systems which yield high quality, industrially usable feedstocks.

(4)Promoting the competitive collection and use of secondary waste materials.

(c)The department’s market development plan shall also include efforts to encourage and promote cooperative, regional programs to expand markets for recycled material. These programs shall include activities to address problems and opportunities that are unique to rural, urban, and suburban areas of the state.

(d)The department shall develop a plan, using existing resources, to provide assistance to local agencies when requested by a city, county, or regional agency, in the implementation of cost-effective programs that provide a quality supply of recycled materials for markets.
