Existing law establishes the California Transportation Commission and vests the commission with certain powers, purposes, and responsibilities.
This bill would make nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
SECTION 1.
Section 51220.4 of the Education Code is amended to read:51220.4.
For purposes of subdivision (j) of Section 51220, a course in automobile driver education shall include, but is not limited to,SEC. 2.
Section 1656.1 is added to the Vehicle Code, to read:1656.1.
The department shall, in conjunction with the Department of Justice and the Commission on Peace Officer Standards and Training, develop and create a video demonstrating the proper conduct by a peace officer and an individual during a traffic stop. The department shall post this video on its internet website.SEC. 3.
Section 11113 of the Vehicle Code is amended to read:11113.
(a) The director may prescribe rules and regulations for driving schools regarding the conduct of courses of driver education and driver training, including curriculum, facilities, and equipment. The rules and regulations regarding curriculum shall requireSEC. 4.
Section 12800.6 is added to the Vehicle Code, to read:12800.6.
Upon application for an original, renewal, or duplicate of a driver’s license, the department shall inform the applicant of the department’s video on proper conduct during a traffic stop created pursuant to Section 1656.1.SEC. 5.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.(a)The California Highway Commission is hereby abolished, and the California Transportation Commission succeeds to, and is vested with, all the duties, powers, purposes, responsibilities, and jurisdiction of the California Highway Commission.
(b)A reference in any law or regulation to the California Highway Commission shall be deemed to refer to the California Transportation Commission.
(c)The California Transportation Commission shall have the possession and control of
all licenses, permits, leases, agreements, contracts, orders, claims, judgments, records, papers, equipment, supplies, bonds, moneys, funds, appropriations, buildings,
land,
and other property, real or personal, held for the benefit, use, or obligation of the California Highway Commission.
