LEGISLATIVE COUNSEL'S DIGEST

AB 2088, as amended, O’Donnell. School facilities: modernization funding. Statewide measures: numbering.
Existing law requires that statewide measures submitted to the voters be numbered in a continuous sequence, commencing with the number “1,” in 10-year cycles.
This bill would prohibit the use of the number “13” in that sequence.

The Leroy F. Greene School Facilities Act of 1998 establishes a program under which the State Allocation Board is required to provide state per-pupil funding for new construction and modernization of school facilities. Existing law requires the board to determine the total funding eligibility of a school district for modernization funding by multiplying certain per-pupil amounts by the number of pupils housed in a permanent school building that is more than 25 years old or a portable classroom that is at least 20 years old. Existing law requires the board to adopt regulations to adjust those per-pupil amounts for modernization projects for school buildings that are 50 years old or older.

This bill would repeal the requirement for the board to adopt those regulations.
