An act to amend Section 44257 add and repeal Section 44257.5 of the Education Code, relating to teacher credentialing.

Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law authorizes the commission to issue single subject teaching credentials only in specified subjects. Existing regulations promulgated by the commission authorize a person issued a single subject teaching credential in business, industrial and technology education, or mathematics to teach computer science. Existing regulations authorize the holder of a single subject teaching credential to add a supplementary authorization to teach computer science, as provided.

This bill would add computer science to the list of authorized subjects for a single subject teaching credential. The bill would authorize a person issued a single subject teaching credential in business, industrial and technology education, or mathematics before the establishment of a single subject teaching credential in computer science to teach computer science.

This bill would require the commission to establish a workgroup, comprised of certain members, to determine if the development of a single subject computer science credential is warranted and, if so, to consider requirements for that credential, as specified. The bill would require the commission, on or before January 31, 2021, to provide a report of the workgroup’s findings to the appropriate policy and fiscal committees of the Legislature, the Governor, and the Superintendent of Public Instruction. The bill would condition the implementation of these provisions upon an appropriation for these purposes in the annual Budget Act or another statute. The bill would repeal these provisions as of January 1, 2025.

The people of the State of California do enact as follows:


SECTION 1.

 Section 44257.5 is added to the Education Code, to read:

44257.5.
 (a) (1) The commission shall establish a workgroup to do both of the following:
(A) Determine if the development of a single subject computer science credential is warranted.
(B) If it is warranted, consider requirements for the single subject computer science credential.
(2) In determining if the development of a single subject computer science credential is warranted pursuant to paragraph (1), the workgroup shall consider all of the following:
(A) Statewide demand for educators trained in computer science.
(B) Alternative preparation programs or methods for meeting the supply of educators needed for appropriately prepared and certificated computer science educators.
(C) How well existing credentialing programs authorizing an educator to teach computer science reflect the 2018 statewide-adopted computer science content standards for kindergarten and grades 1 to 12, inclusive.
(D) The work of the 2018 computer science strategic implementation advisory panel.
(b) (1) The workgroup shall be comprised, at a minimum, of all of the following:
(A) A representative from a labor union representing certificated educators.
(B) A representative from an organization representing school administrators with experience as a computer science program administrator.
(C) An experienced representative from a postsecondary educational institution that currently teaches in a computer science degree program.
(D) An experienced representative from a public postsecondary educational institution that is currently a teaching professor or faculty in an accredited teacher preparation program.
(E) An elementary public school educator who teaches computer science with a minimum of three years of experience.
(F) A public middle school educator who teaches computer science with a minimum of three years of experience.
(G) A secondary public school educator who teaches computer science with a minimum of three years of experience.
(2) A majority of the workgroup shall be comprised of diverse and experienced certificated educators currently teaching computer science in public schools.
(c) On or before January 31, 2021, the commission shall provide a report of the workgroup’s findings pursuant to this section to the appropriate policy and fiscal committees of the Legislature, the Governor, and the Superintendent.
(d) (1) A report to be submitted pursuant to subdivision (c) shall be submitted in compliance with Section 9795 of the Government Code.
(2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2025.
(e) Implementation of this section is contingent upon an appropriation for these purposes in the annual Budget Act or another statute.

SECTION 1.Section 44257 of the Education Code is amended to read:
44257.

(a)The commission shall issue single subject teaching credentials only in the following subjects:

(1)Agriculture.

(2)Art.

(3)Business.

(4)Computer Science.

(5)Dance.

(6)English.

(7)World Language.

(8)Health Science.

(9)Home Economics.

(10)Industrial and Technology Education.

(11)Mathematics.

(12)Music.

(13)Physical Education.

(14)Science.

(15)Social Science.

(16)Theater.

(b)The commission shall issue the single subject teaching credential in world language with an authorization to teach Chinese, French, German, Russian, Spanish, or any other language that the commission determines is appropriate.

(c)Subjects that are commonly taught in departmentalized classes in California public schools shall be subsumed under the credential categories in subdivision (a).

(d)The commission shall issue single subject teaching credentials in the categories that were identified in Section 44282 as of December 31, 1993, to applicants who were in the process of preparing to earn those credentials before the effective date of the commission’s implementation of subdivision (a).

(e)(1)A person issued a single subject teaching credential in English before the establishment of a single subject teaching credential in theater is authorized to teach theater. A person pursuing a single subject teaching credential in English before the establishment of a single subject teaching credential in theater shall not become subject to additional requirements for the single subject teaching credential in English as a result of the authorization provided by this paragraph.

(2)A person issued a single subject teaching credential in physical education before the establishment of a single subject teaching credential in dance is authorized to teach dance. A person pursuing a single subject teaching credential in physical education before the establishment of a single subject teaching credential in dance shall not become subject to additional requirements for the single subject teaching credential in physical education as a result of the authorization provided by this paragraph.

(3)A person issued a single subject teaching credential in business, industrial and technology education, or mathematics before the establishment of a single subject teaching credential in computer science is authorized to teach computer science. A person pursuing a single subject teaching credential in business, industrial and technology education, or mathematics before the establishment of a single subject teaching credential in computer science shall not become subject to additional requirements for the single subject teaching credential in business, industrial and technology education, or mathematics as a result of the authorization provided by this paragraph.

(f)Nothing in this section shall be construed to prohibit a school district from employing a person who holds a single subject teaching credential in another subject with an authorization to teach theater from teaching theater, a person who holds a single subject teaching credential in another subject with an authorization to teach dance from teaching dance, or a person who holds a single subject teaching credential in another subject with an authorization to teach computer science from teaching computer science.
