LEGISLATIVE COUNSEL'S DIGEST
Existing law establishes the University of California, under the administration of the Regents of the University of California, as one of the segments of public postsecondary education in the state. The University of California provides instruction and performs research at the 10 campuses it operates and maintains in Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz.
Existing law requires a student who earns an associate degree for transfer granted by a community college district to be deemed eligible for transfer into a California State University baccalaureate program when the student meets certain requirements. Existing law requires the California State University to guarantee admission with junior status to any community college student who meets those requirements, as
provided.
This bill would require the office of the President of the University of California to develop a guaranteed transfer admission program that would, commencing with the 2025–26 school year, guarantee students who earn an associate degree from a California Community College admission to at least one University of California campus, as provided. The bill would require the president’s office to establish minimum total coursework requirements and coursework requirements applicable to specific academic programs necessary for guaranteed transfer admission program eligibility. The bill would also require the president’s office to adopt policies to determine the campus or campuses to which eligible students have earned guaranteed admission and develop an application process and informational materials in time to allow eligible students to enroll by the start of the 2025–26 academic year.

The people of the State of California do enact as follows:
SECTION 1.
Section 66746 of the Education Code is amended to read:66746.
(a) Commencing with the fall term of theSEC. 2.
Section 66747 of the Education Code is amended to read:66747.
(a) (1) Notwithstanding Chapter 4 (commencing with Section 66201), the University of California and the California State University shall guarantee admission with junior status to any community college student who meets all of the requirements of Section 66746, with admission to a program or major and concentration, as applicable, that meets either of the following:SEC. 3.
Section 66748 of the Education Code is amended to read:66748.
(a) The University of California and the California State University may require a student transferring pursuant to this article to take additional courses at the University of California or the California State University so long as the student is not required to take any more than 60 additional semester units or 90 quarter units at the University of California or the California State University for majors requiring 120 semester units or 180 quarter units. Specified high unit majors shall be exempt from this subdivision upon agreement by theSEC. 4.
Section 66748.5 of the Education Code is amended to read:66748.5.

Section 66749 of the Education Code is amended to read:66749.
(a) The Legislative Analyst’s Office shall review and report to the Assembly Committee on Higher Education, the Senate Committee on Education, and the respective education finance budget subcommittees of the Assembly and the Senate in the spring ofSEC. 6.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.(a)For purposes of this article, the following definitions apply:
(1)“President’s office” means the office of the President of the University of California.
(2)“Program” means the guaranteed transfer admission program developed pursuant to subdivision (b).
(b)The president’s office shall develop a guaranteed transfer admission program for students who earn an associate degree from a California Community College. Commencing with the 2025–26 academic year, students eligible for the program shall be guaranteed admission to at least one
University of California campus. In developing the program, the president’s office shall do all of the following:
(1)Establish minimum total coursework requirements and coursework requirements applicable to specific academic programs.
(2)Adopt policies to determine the campus or campuses to which eligible students have earned guaranteed admission.
(3)Develop an application process and informational materials in time to allow eligible students to enroll by the start of the 2025–26 academic year.
