LEGISLATIVE COUNSEL'S DIGEST
Existing law establishes the Division of Labor Standards Enforcement under the direction of the Labor Commissioner within the Department of Industrial Relations and sets forth its powers and duties of the commissioner and the commissioner’s deputies and agents, including the power to issue subpoenas for the purpose of carrying out the laws under their jurisdiction.
This bill would make nonsubstantive changes to those provisions.

The people of the State of California do enact as follows:
SECTION 1.
Section 1182.14 is added to the Labor Code, to read:1182.14.
(a) The Labor and Workforce Development Agency shall convene, until July 1, 2024, a working group consisting of representatives from the Labor Commissioner’s office, the Employment Development Department, organizations representing low-wage or immigrant workers, and organizations advocating for the rights of incarcerated persons to study and evaluate, at a minimum, the following topics related to the minimum wage in California:The Labor Commissioner, and the commissioner’s deputies and agents, may issue subpoenas to compel the attendance of witnesses and parties and the production of books, papers and records; administer oaths; examine witnesses under oath; take the verification, acknowledgment, or proof of written instruments; and take depositions and affidavits for the purpose of carrying out the provisions of this code and all laws which the
division is to enforce.
