LEGISLATIVE COUNSEL'S DIGEST
Existing law, the California Community Care Facilities Act, provides for the licensing and regulation of community care facilities, as defined, by the State Department of Social Services. Existing law includes within the definition of “community care facility” a short-term residential therapeutic program, which is a residential facility licensed by the department and operated by any public agency or private organization that provides an integrated program of specialized
and intensive care and supervision, services and supports, treatment, and short-term, 24-hour care and supervision to children. A violation of the act is a misdemeanor.
This bill would express the intent of the Legislature to enact legislation that would enable a pilot program to explore and define the scope for the need for crisis stabilization and support for older adults, starting in Orange County. The bill would express the intent of the Legislature to enable service providers to develop statewide alternatives that would address the lack of crisis stabilization psychiatric care for geriatric patients. The bill would make related findings.

The people of the State of California do enact as follows:
SECTION 1.
Section 5848.7 is added to the Welfare and Institutions Code, to read:5848.7.
(a) The State Department of Health Care Services shall create a pilot crisis stabilization program in the County of Orange to provide mental health and safety support for older adults.The Legislature finds and declares the following:
(a)Since 1995, the number of psychiatric beds has decreased by 2,766 due to the closure of 44 facilities statewide.
(b)It is the intent of the Legislature to enact legislation that would enable a pilot program to explore and define the scope of the need for crisis stabilization and support for older adults, starting in Orange County. It is the intent of the Legislature to enable service providers to develop statewide alternatives that would address the lack of crisis stabilization psychiatric care for geriatric patients.
