Strong Workforce Program. Cooperative Education Reskilling and Training Pilot Program.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law requires the board of governors to appoint a chief executive officer, to be known as the Chancellor of the California Community Colleges. Existing law establishes community college districts, administered by governing boards, throughout the state, and authorizes these districts to provide instruction to students at the community college campuses maintained by the districts.
This bill would establish the Cooperative Education Reskilling and Training Pilot Program at MiraCosta Community College. The bill would require the pilot
program to include 11 not-for-credit work skill training courses that can be completed in 3 to 6 months, inclusive, and the design and implementation of not-for-credit career readiness training offered in conjunction with or before enrollment in the work skill training courses. The bill would require the chancellor to report to the Legislature on the implementation of the pilot program no later than January 1, 2024. The bill would appropriate $5,000,000 from the General Fund to the chancellor for allocation to MiraCosta College for the development and implementation of the program. The bill would repeal these provisions on January 1, 2025.
Existing law establishes the Strong Workforce Program, which, among other things, provides funding to career technical education regional consortia made up of community college districts, as specified.
This bill would make nonsubstantive changes to the provision naming the act.

The people of the State of California do enact as follows:
SECTION 1.
Article 7 (commencing with Section 78080) is added to Chapter 1 of Part 48 of Division 7 of Title 3 of the Education Code, to read:Article 7. Cooperative Education Reskilling and Training Pilot Program

(a) The Cooperative Education Reskilling and Training Pilot Program is hereby established at MiraCosta Community College for the following purposes:(1) To develop a North County San Diego Consortium for Educational Partnerships for the purpose of collaborating with employers to design educational pathways, microcredentials, cooperative learning opportunities, mentorships, and targeted job fairs.
(2) To create opportunities for students to reskill while gaining experience through an accelerated work skills training and internship program.
(b) The pilot program shall offer 11 not-for-credit work skill training
courses that can be completed in three to six months, inclusive, offered at either MiraCosta College or Chaffey College.
(1) The work skill training courses shall include:
(A) Automation Control Systems Specialist.
(B) Biomedical Equipment Technician.
(C) Craft Brewing Technician.
(D) Electronic Assembly with IPC Certification.
(E) Engineer Technician.
(F) HVAC Systems Technician.
(G) Industrial Technician.
(H) Machinist
Technology.
(I) Phlebotomy Technician.
(J) Unmanned Systems.
(K) Welding.
(2) Students may enroll in more than one work skill training course.
(c) The pilot program shall include the design and implementation of not-for-credit career readiness training offered in conjunction with or before enrollment in the work skill training courses.
(d) The sum of five million dollars ($5,000,000) is hereby appropriated from the General Fund to the chancellor for allocation to MiraCosta Community College for the development and implementation of the Cooperative Education Reskilling and Training Pilot Program in accordance with this
article.
(e) On or before January 1, 2024, the chancellor’s office shall submit a report to the Legislature, in compliance with Section 9795 of the Government Code, on the implementation of the program established pursuant to this article.

This article shall remain in effect only until January 1, 2025, and as of that date is repealed.This part shall be known as, and may be cited as, the Strong Workforce Program.
