on the death of hugh a. holub.

Hugh A. Holub passed away on September 19, 2011 at the age of sixty‑five.

The lasting work of Hugh Holub, a tireless fighter, brilliant lawyer and prolific journalist, is honored by Arizonans who respected his commitment to justice and responsible environmentalism.

Hugh's decades of public service reflected his commitment to protecting private rights while facilitating and encouraging conservation of historic sites and natural resources.  He was a "big picture" campaigner who used his legal and writing skills and his stellar knowledge of Arizona water issues to prove that seemingly contrary interests could be mutually supportive.  He saw border security as essential to conservation of species.  He valued mineral production and water protection as economically fundamental and collaboratively compatible.  He advocated for traditional Arizona cattle ranching and quality wildlife habitat as symbiotic and culturally important.

Hugh earned many honors during his illustrious career and had accepted the Pima County Farm Bureau environmental journalist of the year award in August.  He had just been named the statewide winner of the environmental journalist of the year award for 2011 by the Arizona Farm Bureau before his sudden passing in September.

Water for Arizona had been one of Hugh's major concerns since his early work with Congressman Morris Udall during the time the Central Arizona Project was authorized by Congress.  In recent years, he negotiated a precedent-setting, win-win agreement between residential well owners and Rosemont Copper Company to protect neighboring wells while supporting Arizona resource development.  Previously, while serving the City of Nogales, he worked to obtain a $60 million grant from the North American Development Bank and the Environmental Protection Agency to upgrade the Nogales International Wastewater Treatment Plant, increase quality flow through the border reach of the Santa Cruz River and create a habitat for native species in and along the river.  Most recently he founded and set in motion the Center for Sustainable Development to promote responsible, high-value resource production and science-based collaborative species conservation.  One of his final efforts was dedicated to bringing to light human health concerns arising from the poisoning of Arizona streams with rotenone.

Arizona benefitted from Hugh Holub's decades of productive work.  He will be greatly missed by his family and by many Arizonans who admired his wit, his determination and his talents.

Therefore

Be it resolved by the Senate of the State of Arizona:

That the Members of the Senate express regret at the death of Hugh A. Holub and extend their deepest condolences to his wife, Nancy, his daughters, Annie and Beth, and his sisters, Stella, Maxine and Harriet.
