A CONCURRENT MEMORIAL
urging the United States Congress to consider a repeal of the Affordable Care Act only if the repeal is accompanied by an adequate replacement plan.

To the Congress of the United States of America:
Your memorialist respectfully represents:
Whereas, the Affordable Care Act is a United States health care reform law that expands and improves access to care and curbs spending through regulations and taxes; and
Whereas, the Affordable Care Act contains federal premium tax credits and payments to states for expansions of Medicaid that give low‑income and middle-income individuals access to affordable health insurance policies; and
Whereas, a repeal of the Affordable Care Act without immediate or simultaneous replacement will result in millions of Americans, including hundreds of thousands of Arizonans, losing health care coverage; and
Whereas, a repeal of premium tax credits and Medicaid expansion within the Affordable Care Act will gravely affect the economy and job market both nationally and in Arizona.
Wherefore your memorialist, the Senate of the State of Arizona, the House of Representatives concurring, urges:
1. That the United States Congress consider a repeal of the Affordable Care Act only if the repeal is accompanied by an adequate replacement plan.
2. That the United States Congress consider only an Affordable Care Act replacement plan that retains market reforms, including reforms that bar insurers from denying coverage to people with preexisting health conditions, prohibit lifetime limits and provide dependent coverage to children under twenty‑six years of age.
3. That the United States Congress consider only an Affordable Care Act replacement plan that retains the individual mandates and subsidies that make coverage more affordable for low-income and middle-income individuals.
4. That the Secretary of State of the State of Arizona transmit copies of this Memorial to the President of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate and each Member of Congress from the State of Arizona.
