AN ACT

 

Appropriating monies to the Arizona health care cost containment system administration.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Appropriation; AHCCCS; behavioral health rate study; delayed repeal

A.  The sum of $300,000 is appropriated from the state general fund in fiscal year 2020‑2021 to the Arizona health care cost containment system administration to engage an independent consultant with actuarial expertise to study the current outpatient behavioral health rates set by the administration as its managed care fee for service schedule.  The independent consultant shall consider all of the following factors:

1.  Inflation since 2001, including employee and contractor salaries and other employment‑related costs,

2.  The impact of minimum wage requirements and other employment, capital, overhead and fixed costs.

B.  The independent consultant's final report shall be delivered to the Arizona health care cost containment system administration on or before July 1, 2021 and shall include actuarially sound rates by code and provider type to be used for the administration to rebase the managed care outpatient behavioral health fee schedule. 

C.  This section is repealed from and after December 31, 2021.
