AN ACT

 

amending title 41, chapter 7, article 8.1, Arizona Revised Statutes, by adding section 41-1232.09; relating to registration and regulation of lobbyists.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 41, chapter 7, article 8.1, Arizona Revised Statutes, is amended by adding section 41-1232.09, to read:

START_STATUTE41-1232.09.  Lobbyist compensation reporting

Every lobbyist, including a lobbyist for compensation, authorized lobbyist, authorized public lobbyist, designated lobbyist and designated public lobbyist, shall file with the secretary of state at the same time that quarterly expenditure reports are due a statement of compensation paid to the lobbyist for lobbying activities as follows:

1.  The name, occupation and business address of the person or entity paying the compensation.  For an entity, a description of the business form of the entity, such as a corporation or limited partnership, and a description of the type of organization, such as a trade organization or association.  For any corporation or other entity that is not publicly traded but that has ownership shares, the names and addresses of any person who controls ten per cent or more of the ownership of the corporation or other entity.

2.  The terms of any agreement for compensation or reimbursement, including:

(a)  The duration of the agreement, including whether the agreement is for a full year or more or a legislative session only.

(b)  The amount of compensation paid and the method for determining the amount of compensation owed, including any hourly, weekly or monthly periodic rates, and the terms of any bonuses or other premiums that are or may be paid.

3.  For each person or entity who pays compensation that is required to be reported, the lobbyist shall separately report within the following ranges:

(a)  Zero dollars if no compensation is paid.

(b)  Less than ten thousand dollars.

(c)  At least ten thousand dollars and less than twenty-five thousand dollars.

(d)  At least twenty-five thousand dollars and less than fifty thousand dollars.

(e)  At least fifty thousand dollars and less than one hundred thousand dollars.

(f)  At least one hundred thousand dollars and less than one hundred fifty thousand dollars.

(g)  At least one hundred fifty thousand dollars and less than two hundred thousand dollars.

(h)  At least two hundred thousand dollars and less than two hundred fifty thousand dollars.

(i)  At least two hundred fifty thousand dollars and less than three hundred thousand dollars.

(j)  At least three hundred thousand dollars. Any amounts in excess of three hundred thousand dollars shall be reported as an exact dollar amount. END_STATUTE
