AN ACT

 

amending title 16, chapter 4, article 2, Arizona Revised Statutes, by adding section 16-411.01; relating to conduct of elections.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 16, chapter 4, article 2, Arizona Revised Statutes, is amended by adding section 16-411.01, to read:

START_STATUTE16-411.01.  Election and polling place standards; consultation

A.  In order to minimize voting wait times, ensure access to voting and voting locations and provide safe and secure voting for all persons, the secretary of state, county recorders and other officers in charge of elections shall meet at least annually to consider and develop standards and procedures for the following:

1.  Ensuring that a voter does not wait more than one hour to vote at a polling place or voting center.

2.  Determining the appropriate number of polling places for an election and jurisdiction.

3.  Ensuring that polling places and voting centers are established in locations that provide equal access for all persons, including ensuring access for persons who use public transportation or who have no transportation and for persons with disabilities.

4.  Determining the appropriate level of staffing, the appropriate amount and type of equipment or systems used in each polling place or voting center and the number of ballots and other supplies and maintaining sufficient reserves of equipment, systems, ballots and personnel.

5.  Providing timely and accurate information regarding polling place and voting center locations and hours of operation and ensuring the information is as broadly disseminated as possible.

6.  Developing best practices for preventing and stopping intimidation or harassment of voters and potential voters.

B.  The secretary of state, county recorders and other officers in charge of elections shall consult with the United States election assistance commission and other recognized organizations, institutions and persons that have expertise in voting and elections and related systems and processes, including expertise related to access and compliance issues.
