SENATE BILL 1305

 

 

 

AN ACT

 

amending Title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.05; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.05, to read:

START_STATUTE15-249.05.  Arizona continuous improvement academic standards committee; membership; duties; voting requirements; committee termination

A.  The Arizona continuous improvement academic standards committee is established in the department of education consisting of:

1.  One member who is a teacher in this state, who provides instruction in one or more grades in an elementary school and who is appointed by the president of the senate.

2.  One member who is a teacher in this state who provides instruction in one or more grades in a middle school and who is appointed by the governor.

3.  One member who is a teacher in this state, who provides instruction in one or more grades in a high school and who is appointed by the speaker of the house of representatives.

4.  An instructor in a community college district in this state who is involved in teaching remediation courses and who is appointed by the president of the senate.

5.  A professor at a university under the jurisdiction of the Arizona board of regents who teaches courses for students in education programs and who is appointed by the speaker of the house of representatives.

6.  One member of the business community in this state who has expertise in workforce development, who is an owner or employee of a business that has more than five hundred employees and that does not sell products or services to public schools in this state and who is appointed by the governor.

7.  One member of the private sector business community in this state who has expertise in workforce development, who is an owner or employee of a business that has fewer than five hundred employees and that does not sell products or services to public schools in this state and who is appointed by the governor.

8.  One member who is the parent of at least one student who attends an elementary public school in this state and who is appointed by the superintendent of public instruction.

9.  One member who is the parent of at least one student who attends high school in a public school in this state and who is appointed by the superintendent of public instruction.

10.  The superintendent of public instruction, or the superintendent's designee, who shall serve as chairperson of the committee.

11.  A superintendent of a school district in this state who is appointed by the superintendent of public instruction.

12.  An operator, principal or superintendent of a charter school in this state who is appointed by the governor.

13.  A teacher who provides instruction in early childhood education in this state and who is appointed by the superintendent of public instruction.

B.  Appointed members shall serve two-year terms and may be reappointed except that a member may not serve more than four consecutive two‑year terms. Members who are elected officials shall serve on the committee according to their terms of office.  Members may not receive compensation. The department shall provide staff support for the committee.

C.  The committee shall annually:

1.  Seek public input on the education standards in this state.

2.  During the initial review each year, conduct public meetings and hold at least three public meetings each year outside of a county with a population of three million or more persons.

3.  Review academic standards and related education issues using public comment and testimony, evidence-based research and data from the field.

4.  Analyze public input after meetings and list comments and concerns by categories, including standards, curricula, instruction and other issues.

5.  Conduct public meetings to provide feedback to the public on comments and concerns and recommended actions for that year.

6.  Submit issues not involving state standards to the department of education for review and improvement.

7.  Make recommendations to the state board of education for changes to the academic standards prescribed in sections 15-701 and 15-701.01 and publish any recommendations on the department of education's website and provide copies of these recommendations to the governor, the president of the senate, the speaker of the house of representatives and the secretary of state.

D.  The chairperson of the committee may establish content-based subcommittees that perform content-specific research and shall name a chairperson for the subcommittee.  The content-based subcommittee may make recommendations to the full committee.  The subcommittees may invite content experts to provide assistance in specific content areas.

E.  For the purpose of forwarding a standard recommendation change to the state board of education, a majority vote of a quorum of the Arizona continuous improvement academic standards committee at a public meeting shall be required with a roll call vote.

F.  The state board of education shall vote, by public roll call vote, on standards recommended by the Arizona continuous improvement academic standards committee for modification, addition or deletion at the first meeting following receipt of the recommendations.

G.  After the first year of operation, the Arizona continuous improvement academic standards committee may limit the review of standards to specific academic areas.

H.  The committee established by this section ends on july 1, 2023 pursuant to section 41-3103. END_STATUTE
