AN ACT

 

establishing an electric vehicle charging station pilot program; appropriating monies.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Electric vehicle charging station pilot program; requirements; report; delayed repeal

A.  The department of administration shall conduct a two-year electric vehicle charging station pilot program.  The state universities and the legislature shall receive monies in an amount equal to the actual cost of installing electric vehicle charging stations as follows:

1.  Twenty charging stations at:

(a)  Arizona state university.

(b)  The university of Arizona.

2.  Ten charging stations at:

(a)  Northern Arizona university.

(b)  The legislature for use by employees, legislators and the public.

B.  The department of administration may allow a private entity to locate and operate a retail fee‑based electric vehicle charging station at the legislature and on any property under the control of a state university that is under the jurisdiction of the Arizona board of regents.

C.  The department of administration may adopt policies and procedures to carry out the purposes of this pilot program.

D.  On or before December 31, 2022, the department of administration shall submit a report to the president of the senate, the speaker of the house of representatives and the governor detailing any revenues and costs resulting from installing and operating electric vehicle charging stations pursuant to this section.  The report shall include an estimate of the volume of greenhouse gas emissions avoided by vehicles using the charging stations.  The department shall provide a copy of the report to the secretary of state.

E.  This section is repealed from and after December 31, 2022. 

Sec. 2.  Appropriation; electric vehicle charging station pilot program

The sum of $500,000 is appropriated from the state general fund in fiscal year 2020-2021 to the department of administration for the purposes of the electric vehicle charging station pilot program established by this act.
