AN ACT
amending section 15‑1824, Arizona Revised Statutes; relating to UNIVERSITIES and community colleges.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 15-1824, Arizona Revised Statutes, is amended to read:
15-1824. Transfer articulation; course numbering; reports
A. The community college districts and universities shall cooperate in operating a statewide articulation and transfer system, including the process for transfer of lower division general education credits, general elective credits and curriculum requirements for approved majors, to facilitate the transfer of community college students to Arizona public universities without a loss of credit toward a baccalaureate degree and to ensure that the postsecondary education needs of students statewide are met without unnecessary duplication of programs.
B. The community college districts and the universities under the jurisdiction of the Arizona board of regents shall develop and implement a shared numbering system which identifies courses that transfer from community colleges to Arizona public universities toward a baccalaureate degree.
B. C. The Arizona board of regents and the community college districts shall submit an annual report of their progress on both articulation and meeting statewide postsecondary education needs to the joint legislative budget committee on or before December 15 and shall provide a copy of this report to the secretary of state and the director of the Arizona state library, archives and public records.
Sec. 2. Shared numbering system; courses
The shared numbering system prescribed in section 15‑1824, subsection B, Arizona Revised Statutes, as amended by this act, shall include courses which satisfy the requirements for the Arizona general education curriculum and common major requirements for equivalent majors as defined in the report of the transfer articulation task force, required by Laws 1996, fifth special session, chapter 1, section 4 and section 16, and accepted by the joint legislative budget committee on December 4, 1996.
Sec. 3. Arizona board of regents; community college districts; course numbering; report
As a part of the annual report on articulation and statewide postsecondary needs prescribed in section 15‑1824, subsection C, Arizona Revised Statutes, due December 15, 2010, the community college districts and the Arizona board of regents shall include an analysis of options to develop a shared numbering system as prescribed in section 15‑1824, subsection B, Arizona Revised Statutes, as amended by this act. The shared numbering system options analyzed in the report shall include a common course numbering system. The report shall recommend an agreed upon shared numbering system, a plan to implement the system, the projected cost of system implementation and maintenance, and identification of potential one-time and on-going resources to fund system implementation and maintenance. The community college districts and the Arizona board of regents shall submit a copy of this report to the chairpersons of the senate education accountability and reform committee and the house of representatives education committee or their successor committees.
