CHAPTER 100

 

SENATE BILL 1081

 

 

AN ACT

 

providing for a special audit regarding information technology procurement.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Information technology procurement; special audit

A.  The auditor general shall conduct a special audit pursuant to section 41‑1279.03, Arizona Revised Statutes, to report on best practices of states regarding the procurement of information technology services and materials.  The audit shall focus on solicitations and contracts for information technology services and materials awarded for the fiscal year ended June 30, 2012, by four state agencies as determined by the auditor general and shall include:

1.  Analysis of the state's information technology procurement methodology and strategies in comparison to other states for identification of best practices in the areas of warranties, indemnification, liability and insurance.

2.  Analysis of information technology platform standardization and the impact to the procurement process in comparison to other states.

3.  Best practices for the management and ownership of intellectual property. 

B.  On or before November 30, 2013, the auditor general shall submit a report of the special audit to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
