A RESOLUTION
proposing the house of representatives alternative redistricting plans for congressional and legislative districts.

Whereas, on October 31, 2011, the Arizona joint legislative redistricting committee issued its final report in which it made factual findings and recommended that the senate and house of representatives recommend to the Arizona independent redistricting commission that the process used to arrive at the draft congressional and legislative maps is so fundamentally flawed that the resulting maps have been unconstitutionally created and that the only remedy would be to start the process over; and
Whereas, on November 1, 2011, the house of representatives and senate adopted H.C.M. 2001 to notify the Arizona independent redistricting commission of the legislature's findings, report and recommendations; and
Whereas, after receiving the report of the Arizona joint legislative redistricting committee, and recommendation of the house of representatives and senate, the Arizona independent redistricting commission has ignored the recommendations of the legislature and has failed to act to correct serious defects that compromise the constitutional integrity of the Arizona independent redistricting commission draft maps; and
Whereas, on January 17, 2012, the Arizona independent redistricting commission certified to the Arizona secretary of state the establishment of Arizona's congressional and legislative districts as set forth in the "Final Congressional Districts" and "Final Legislative Districts" maps for all elections through the year 2020, those maps being placed on file at the office of the Arizona secretary of state; and
Whereas, the voters of the state of Arizona have expressed the desire to vote to adopt alternative congressional and legislative districts, thereby rejecting the final congressional districts and final legislative districts of the Arizona independent redistricting commission maps; and
Whereas, legislation will be introduced to cause a special election for the purpose of submitting constitutional amendments for approval of the voters to adopt alternative congressional and legislative districts; and
Whereas, the house of representatives alternative redistricting plan for final congressional districts is contained in the document labeled "Tobin CD Alternative" and consisting of pages 1 through 70, attached and incorporated by this reference.
Whereas, the house of representatives alternative redistricting plan for final legislative districts is contained in the document labeled "Tobin Alternative" and consisting of pages 1 through 612, attached and incorporated by this reference.
Therefore
Be it resolved by the house of representatives of the State of Arizona:
That the members of the house of representatives hereby propose that, when the legislature proposes amendments to article IV, part 2, section 1, Constitution of Arizona, to establish congressional and legislative districts, the legislature should incorporate into the constitutional amendments by reference the house of representatives alternative redistricting plans set forth in this resolution.
