AN ACT
Establishing the unmanned aerial vehicle study committee.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Unmanned aerial vehicle study committee; membership; duties; report; delayed repeal
A. The unmanned aerial vehicle study committee is established consisting of the following members:
1. One member of the house of representatives who is appointed by the speaker of the house of representatives.
2. One member of the senate who is appointed by the president of the senate.
3. One representative of a statewide farm association or organization who is appointed by the speaker of the house of representatives.
4. One representative of a statewide agricultural aviation association who is appointed by the speaker of the house of representatives.
5. One representative of a statewide livestock association who is appointed by the speaker of the house of representatives.
6. Three members of the public who represent either the agricultural or the forestry industry and who are appointed by the president of the senate.
7. The director of the Arizona department of agriculture or the director's designee.
8. The dean of the university of Arizona college of agriculture and life sciences or the dean's designee.
B. The unmanned aerial vehicle study committee shall:
1. Identify and study the beneficial uses of unmanned aerial vehicles in the agricultural industry, including their use for identifying insect problems and water issues, assessing crop yields, applying pesticides, herbicides and fertilizers and locating livestock.
2. Examine the economic opportunities associated with the use of unmanned aerial vehicles in the agricultural industry.
3. Review actions taken by the federal government regarding the regulation of the general operation of unmanned aerial vehicles for commercial use.
C. On or before September 1, 2016, the unmanned aerial vehicle study committee shall submit a report regarding its findings and recommendations to the governor, the speaker of the house of representatives and the president of the senate and provide a copy of this report to the secretary of state.
D. This section is repealed from and after December 31, 2016.
