Be it enacted by the Legislature of the State of Arizona:

Section 1.  Appropriations; reductions; fiscal years 2017‑2018, 2018-2019, 2019-2020, 2020-2021 and 2021-2022; exceptions

A.  The appropriations made in the general appropriations bill and each separate bill in each of fiscal years 2017-2018, 2018-2019, 2019‑2020, 2020-2021 and 2021-2022 are reduced by one percent.

B.  Subsection A of this section does not apply to appropriations:

1.  Made to the superintendent of public instruction or the department of child safety.

2.  Otherwise required to be made pursuant to the Constitution of Arizona.
