AN ACT
Providing for a reduction in state employee positions; appropriating monies.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Reduction in force; state employees
A. The joint legislative budget committee shall determine and the department of administration shall allocate to each state agency, department, board or commission an amount sufficient to implement a reduction in force pursuant to this section. All monies from other appropriated funds and nonfederal nonappropriated funds that are reduced pursuant to this section shall be transferred to the state general fund.
B. In order to implement the reduction in force, each state agency, department, board or commission shall take the following steps in the following order:
1. Eliminate unfilled positions that have been vacant for at least six months longer than the typical vacancy period for a comparable position.
2. Identify nonessential positions.
3. Consolidate positions whenever possible.
