AN ACT
Amending title 35, chapter 1, article 2, Arizona Revised Statutes, by adding section 35-125; relating to annual budget reporting.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 35, chapter 1, article 2, Arizona Revised Statutes, is amended by adding section 35-125, to read:
35-125. Joint legislative budget committee; annual report; rollovers; definition
A. On or before January 31 of each year, the joint legislative budget committee staff shall present to the joint appropriations committees a report outlining data on state general fund obligations in the current and the next fiscal year for rollovers by budget unit that have been paid or are due in the current and the next fiscal year.
B. The report shall itemize by budget unit the original due date of each payment that is the subject of a rollover and the actual date the payment was made or is scheduled to be made in the current and the next fiscal year.
C. The report shall be posted on the joint legislative budget committee's website, and a copy shall be provided to any member of the public who makes a request.
D. For the purposes of this section, "rollover" means an obligation to make a payment in a fiscal year that was due in and deferred from a previous fiscal year.
