AN ACT
prescribing PROCEDURES for the EXPENDITURE of school district ending cash balances; prescribing reductions in state aid allocations to school districts.

Be it enacted by the Legislature of the State of Arizona:
Section 1. School districts; ending cash balances; reduction in state aid allocation
A. Notwithstanding any other law, school districts, on or before June 30, 2011, shall spend all the monies that were collected through local property tax levies, that were deposited in maintenance and operations funds, capital outlay funds, debt service funds for bonds and other types of debt, building renewal funds, deficiencies corrections funds, new school facilities funds, school plant funds, food services funds, full-day kindergarten funds, full-day kindergarten capital funds, structured English immersion funds, compensatory instruction funds, civic center funds, community school funds, soft capital funds, auxiliary operations funds, extracurricular activities funds, career and technical education funds, vocational education funds, fingerprinting funds, school opening funds, insurance proceeds funds, textbook funds, litigation recovery funds, teacherage funds, insurance refund funds, school bus advertisement funds, condemnation funds, capital equity funds, permanent funds, self-insurance funds and any other funds, that are budgeted for budget balances for fiscal year 2011‑2012 pursuant to section 15‑918.04, subsection C, Arizona Revised Statutes, section 15‑919.04, subsection D, Arizona Revised Statutes, section 15‑943.01, Arizona Revised Statutes, and section 15‑947, subsection D, paragraph 4 and subsection E, paragraph 2, Arizona Revised Statutes, and that exceed the allowable budget balance carryforward prescribed in section 15‑943.01, subsection A, Arizona Revised Statutes.
B. Notwithstanding any other law, any state aid allocations apportioned to school districts from state general fund monies in fiscal year 2011‑2012 shall be reduced by amounts that correspond to the monies expended pursuant to subsection A of this section.
