AN ACT

 

Requiring the review of state and local tax policies.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Tax policy review; reform; reports; delayed repeal

A.  On or before the first Monday in February 2019 and the first Monday in February 2020, the department and joint legislative budget committee shall:

1.  In consultation with an association of county supervisors in this state and an association of cities and towns in this state, review state and local tax policies and develop recommendations for state and local tax policy reforms that will make this state more competitive with other low‑tax states that have growing economies and populations, including:

(a)  Moving to a consumption or transaction privilege-only tax, such as those aspects found within the proposed Fair Tax Act of 2017.

(b)  Eliminating the regressive state income tax.

(c)  Capping, reducing or eliminating private and commercial property taxes.

(d)  Reducing or eliminating corporate and business taxes.

(e)  Collecting taxes on online sales to consumers located in this state from companies that are not currently collecting Arizona transaction privilege tax and collecting transaction privilege tax on services that are currently exempt to reduce overall transaction privilege tax rates.

2.  On or before the first Monday in February 2019 and the first Monday in February 2020, submit a report of the findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

B.  This section is repealed from and after December 31, 2020.
