AN ACT
Repealing Laws 2016, chapter 122, section 21; relating to county medical care contributions.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Repeal; hospitalization and medical care contribution; no refund obligation
A. Laws 2016, chapter 122, section 21 is repealed.
B. This state has no obligation to refund monies paid pursuant to Laws 2016, chapter 122, section 21.
Sec. 2. Legislative findings
A. The legislature finds that:
1. The counties appreciate the work of the Arizona health care cost containment system administration in providing health care to the citizens of this state and this state for contributing more than $300,000,000 annually toward health care.
2. The counties have contributed more than $31,000,000 to the disproportionate uncompensated care pool, yet these monies have never been used for the intended purpose.
3. The counties do not want any prior contributions returned, yet the current system is unsustainable.
B. The legislature declares that county payments to the disproportionate uncompensated care pool should be discontinued beginning in fiscal year 2017‑2018.
