AN ACT
amending section 41‑1361, Arizona Revised Statutes; relating to the legislative governmental mall.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 41-1361, Arizona Revised Statutes, is amended to read:
41-1361. Governmental mall commission; members; terms; compensation; definition
A. A The legislative governmental mall commission is established consisting of:
1. Two members who are appointed by the governor, one of whom shall have experience in land planning or architecture.
2. The president of the senate or the president's designee and one member of the senate who is appointed by the president and who is a member of a different political party than the president. These members serve as an advisory member members.
3. The speaker of the house of representatives or the speaker's designee and one member of the house of representatives who is appointed by the speaker and who is a member of a different political party than the speaker. These members serve as an advisory member members.
4. One member of the public who is appointed by the president of the senate.
5. One member of the public who is appointed by the speaker of the house of representatives.
6. The director of the department of administration or the director's designee.
7. The chairman of the historical advisory commission established by section 41‑151.20 or the chairman's designee.
8. Two members who are appointed by the chairman of the Maricopa county board of supervisors. One of these members shall have experience in county planning.
9. Two members who are appointed by the mayor of the city of Phoenix. One of these members shall have experience in urban planning.
B. The term of office of the public members is three years.
C. Members of the commission are not eligible to receive compensation but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2.
D. A member of the commission who is more than one hundred years of age may vote by proxy as determined by the person who appointed the member, or by any other method that is agreeable to both the member and the person who appointed the member. If a member of the commission is more than one hundred years of age, five other members of the commission constitute a quorum.
E. For the purposes of this section, "advisory member" means a member who gives advice to the other members of the legislative governmental mall commission at meetings of the commission but who is not eligible to vote, is not a member for purposes of determining whether a quorum is present, and is not eligible to receive any compensation or reimbursement of expenses by the commission.
