AN ACT

 

amending Title 15, chapter 2, article 1, Arizona Revised Statutes, by adding section 15-220; appropriating monies; relating to the state board of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 2, article 1, Arizona Revised Statutes, is amended by adding section 15-220, to read:

START_STATUTE15-220.  Online test preparation system; contract; requirements

A.  The state board of education shall contract with a provider that is selected through a request for proposals to provide an online test preparation system to prepare students to take a college admissions test that includes an assessment of language arts, mathematics and science and that is most commonly submitted to the universities under the jurisdiction of the Arizona board of regents.

B.  The online test preparation system described in subsection a of this section:

1.  Shall allow students to independently access online materials and learn at their own pace.

2.  Shall provide online study materials, diagnostic exams, drills and practice tests in an approach that is engaging to high school students.

3.  Shall enable electronic reporting of student progress to administrators, teachers, parents and other facilitators.

4.  Shall record student progress in an online dashboard that provides a diagnostic assessment of the content areas tested and identifies mastery of corresponding skill sets.

5.  Shall provide training and professional development to personnel in school districts and charter schools on how to use the online test preparation system and provide teacher-assisted instruction to students.

6.  May be used to provide classroom and teacher-assisted instruction.

C.  To be eligible to administer a college admissions test provided by the state board of education from monies appropriated for college readiness assessments, a school district or charter school shall:

1.  Encourage the use of the online test preparation system.

2.  Inform parents and students of the availability of, and how to access and use, the online test preparation system.

D.  The state board of education, school districts and charter schools shall make the online test preparation system available to students beginning in the 2018-2019 school year for at least one full year, except that students in grade eleven during the 2018-2019 school year shall have access to the online test preparation system as soon as the system is operational. END_STATUTE

Sec. 2.  Appropriation; state board of education; online test preparation system

The sum of $800,000 is appropriated from the state general fund in fiscal year 2018-2019 to the state board of education to fund the online test preparation system prescribed in section 15-220, Arizona Revised Statutes, as added by this act.
