Page 2, between lines 2 and 3, insert:
“(4) Voter referendum to the legislature. Ten per centum of the qualified electors shall have the right to propose any measure to the legislature. Either the president of the senate or speaker of the house of representatives shall assign the proposed measure to a member of the legislature to work with the individual or group to develop a proposed bill. The proposed bill shall be assigned and heard in at least one standing committee of the senate or house of representatives. The qualified electors are not allowed to resubmit a voter referendum for subsequent consideration by the legislature.”
