"5.  As resources allow, conduct an investigation as defined in section 41-1278 related to allegations of financial wrongdoing of a state agency or of a political subdivision that is funded in whole or in part by tax revenue in any of the following circumstances:

(a)  in connection with an audit authorized by law.

(b)  on request of a public officer of matters within the public officer’s state agency or political subdivision.

(c)  on request of a sheriff, a county attorney, a municipal attorney or the attorney general, or a designee of any of these individuals, in connection with an open investigation of a state agency or political subdivision."
