FISCAL NOTE

Senate Bill 143 as introduced could increase receipts to the State Board of Health’s Lead Reduction Fund from fees and civil penalties, ranging from $250 to $2,500 per day for each violation of this act. The bill will also increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited and could increase the obligations of the State General Fund, the district attorneys, and local jails by an amount dependent upon the number of persons charged with and convicted of the offenses provided by the bill and the penalties imposed.

As amended and reported by the Committee on Tourism, this bill exempts individuals and facilities engaged in smelting and refining and clarifies that the Alabama Department of Public Health does not have authority to regulate smelting and refining.
