FISCAL NOTE

House Bill 631 as amended and reported by the Committee on Fiscal Responsibility and Economic Development would increase the administrative obligations of the Department of Conservation and Natural Resources (DCNR) to administer the State Reservoir Management Grant Program established by this bill to provide matching grants to qualified local entities for projects related to reservoir management. These grants would be funded from the non-reverting State Reservoir Management Grant Fund created by this bill in the State Treasury, which may accept legislative appropriations, gifts, grants or other donations, and of which up to 3% may be expended for administrative expenses of the program by DCNR.

This bill also establishes an additional $5 registration fee on Class 1 through 4 vessels to be deposited into the Fund, which would increase receipts to the Fund by an estimated $1.38 million annually, based on information provided by the Alabama Law Enforcement Agency for fiscal year 2020.
