2026/01/27 - SB 1521 prohibits the design of any ai chatbot, knowing or with reckless disregard for the fact that the artificial intelligence chatbot poses a risk of soliciting, encouraging, or inducing minors to engaging in sexually explicit content. Such chatbots may not create or transmit any visual depiction of sexually explicit conduct. Such chatbots may not encourage or coerce suicide, nonsuicidal self-injury, or imminent physical or sexual violence. Entities responsible for the management of such chatbots shall require individuals to register a user account in order to use or otherwise interact with such chatbot. Such entities shall freeze all current accounts on the effective date and require users to provide age data that is verifiable to restore each attached account.

The measure provides that a medical practitioner, healthcare institution, or healthcare payer has the right not to participate in or pay for any medical procedure or service which violates his, her, or its conscience. Such entities shall not be liable for exercising their right to not participate in or pay for a medical procedure or service nor shall such entities be discriminated against based on their decision. Additionally, such providers are authorized to any information that the medical practitioner reasonably believes evinces a violation of state or federal law, a violation of ethical guidelines, or gross mismanagement. The measure requires licensing board of a practitioner to provide the practitioner with any complaints it has received which may result in the revocation of the medical practitioner’s license, certification, or registration, within 7 days of receipt of the complaint. The measure provides for civil action and remedies for violations.
