SENATE RESOLUTION 34

Expressing support for President Feliz Tshisekedi and the citizens of the Democratic Republic of the Congo.

Whereas, The people of the Democratic Republic of the Congo are under hostile and unprovoked attack and invasion by the M23 armed rebel groups backed by Rwanda under President Kagame which should be stopped immediately to safeguard civilians from being targeted by the Rwanda-backed militia; and

Whereas, The citizens of West Virginia, who love freedom and self-governance, stand with the people of the Democratic Republic of the Congo; and

Whereas, The horrors of the M23 armed rebel group backed by Rwanda include the killing of almost 6,000 Christians since 2017 by the Islamic State Central Africa Province; and

Whereas, The United States of America must provide humanitarian relief and refuge for the citizens of the Democratic Republic of the Congo; and

Whereas, The citizens of West Virginia are ready, willing, and able to do their part in this humanitarian crisis and persecution of Christians; therefore, be it

Resolved by the Senate:

That the Senate hereby expresses support for President Feliz Tshisekedi and the citizens of the Democratic Republic of the Congo; and, be it

Further Resolved, That the Senate stands unwaveringly with the Democratic Republic of the Congo and call for immediate cessation of hostilities, including withdrawal of all M23 forces and their Rwandese affiliates from the territory of the DRC; and, be it

Further Resolved, That the Senate calls for those responsible for crimes against humanity, including genocide, war crimes, and other atrocities, be held accountable for their actions; and, be it

Further Resolved, That the Clerk is hereby directed to forward copies of this resolution to the President of the United States, the Majority Leader of the United States Senate, the Speaker of the United States House of Representatives, the United States Secretary of State, and West Virginia’s congressional delegation.
