SENATE CONCURRENT RESOLUTION 36

(By Senators Grady, Clements, Azinger, Chapman, Deeds, Maynard, Oliverio, Plymale, Roberts, Stover, Taylor, and Trump)

[Originating in the Committee on Education; reported March 6, 2024]

 

Requesting a study of the School Building Authority including its funding sources, the types of projects it funds, its distributions by county, its distributions by type of project, and its methods for evaluating projects for funding.

Whereas, The School Building Authority was created in 1989 to address the educational planning and school construction needs of the state in an efficient and economical manner; and

Whereas, It is believed that a study of the School Building Authority could result in improvements to the Authority generally and a study of the distribution of School Building Authority funds could result in a better method for that distribution.

Resolved by the Legislature of West Virginia:

The Joint Committee on Government and Finance is hereby requested to conduct a study of the School Building Authority including its funding sources, the types of projects it funds, its distributions by county, its distributions by type of project, and its methods for evaluating projects for funding; and, be it

Further Resolved, That the Joint Committee on Government and Finance report to the Legislature, on the first day of the regular session, 2025, its findings, conclusions, and recommendations together with drafts of any legislation to effectuate its recommendations; and, be it

Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
