A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18A-2-4a, relating to school personnel; school bus operators; providing for examination by any certified state business; certification of out-of-state school bus operators; and requiring recertification every three years.

Be it enacted by the Legislature of West Virginia:

    That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §18A-2-4a, to read as follows:

ARTICLE 2. SCHOOL PERSONNEL.

§18A-2-4a. School bus operators.

    (a) Persons who have successfully completed a West Virginia commercial driver’s license training course for school bus operators may take the final examination with any state business that is certified and recognized by the state to administer the examination.

    (b) Certified out of state school bus operators may receive a West Virginia certification upon completion of the examination. No additional training is required, but potential drivers must submit to drug testing and background checks as currently prescribed by law.

    (c) All school bus operators drivers must be recertified every three years and have a documented performance review every other year. Testing must occur prior to expiration of the current license.




    NOTE: The purpose of this bill is to provide for examination of persons, who have successfully completed a course for a commercial driver’s license, by any certified state business. It also permits certification of certain out of state school bus operators and requires recertification of school bus operators every three years.
