HOUSE CONCURRENT RESOLUTION 69

Requesting the Joint Committee on Government and Finance study the use of larger crews and continuous working hours on smaller roadway infrastructure construction and maintenance projects in an effort to lower overall costs and disruption to residents.

Whereas, Smaller roadway construction and maintenance projects often receive little public attention outside of the immediately affected area; and

Whereas, Smaller projects also receive less demanding completion dates as higher traffic areas warrant more expedient scheduling; and

Whereas, Although traffic volume and resident inconvenience may be less on smaller projects, the frustration of motorists caused by delays or inadequate detours is just as real as those in more traffic dense areas; and

Whereas, Extended delays may be more costly to the taxpayers of West Virginia than more aggressive construction as material cost and availability can fluctuate wildly; and

Whereas, Timely completion of smaller projects may free up valuable resources that may be devoted to larger projects; and

Whereas, The House Committee on Technology and Infrastructure finds that all roadway construction and maintenance projects within West Virginia are of equal importance; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance study the use of larger crews and continuous working hours on smaller roadway infrastructure construction and maintenance projects in an effort to lower overall costs and disruption to residents; and, be it

Further Resolved, That the Joint Committee on Government and Finance report to the Legislature, on the first day of the regular session twenty twenty-four, on its findings with any suggestions for legislation to effectuate its recommendations; and, be it,

Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
