HOUSE CONCURRENT RESOLUTION 4

(By Delegates Linville, G. Howell, Hillenbrand, J. Cannon, Gearheart, Bell, Drennan, Moore, Campbell, Crouse, and Green)

Requesting the Joint Committee on Technology & Infrastructure to establish a Genesis Working Group to coordinate statewide planning for artificial intelligence, high-performance computing, digital infrastructure, and energy-based economic development.

Whereas, on November 24, 2025, the President of the United States, Donald John Trump, issued an Executive Order launching the Genesis Mission, directing federal agencies to expand America’s capacity in artificial intelligence, high-performance computing (HPC), energy-backed digital infrastructure, and advanced computational workloads in partnership with prepared states; and

Whereas, states that organize early will be best positioned to attract federal support, private-sector investment, and workforce pipelines, related to AI, computational load, such as Bitcoin mining, and digital infrastructure; and

Whereas, West Virginia possesses significant natural resources; including coal, natural gas, coalbed methane; electrical generation, transmission, and distribution systems; industrial land; microgrid authority; and existing broadband and workforce investments that could support HPC clusters, data centers, flexible computational loads, and other forms of digital infrastructure; and

Whereas, a 2026 Interim Study on Bitcoin, high-performance computing, and digital infrastructure will provide the Legislature with findings and recommendations for West Virginia’s participation in these emerging sectors; therefore, be it

Resolved by the House of Delegates:

That the Joint Committee on Technology & Infrastructure shall heretofore let there be created a Genesis Working Group, comprised of members of the Legislature and representatives from relevant state agencies, to coordinate long-term statewide planning, consistent with the opportunities created by the federal Genesis Mission; and, be it

Further Resolved, That the Genesis Working Group shall consider, without limitation:

(1) West Virginia’s readiness for AI and high-performance computing;

(2) Opportunities for integrating energy resources with computational load industries such as data centers, Bitcoin mining, and AI clusters;

(3) Alignment of broadband expansion, workforce development, and site readiness;

(4) Identification of priority industrial sites suitable for digital infrastructure development;

(5) Coordination with federal agencies and programs established under the Genesis Mission; and

(6) Implementation pathways for findings from the 2026 Interim Study; and, be it

Further Resolved, That the Genesis Working Group shall meet as needed and report recommendations to the Joint Committee on Technology & Infrastructure prior to the 2027 Regular Session.
