HOUSE CONCURRENT RESOLUTION 4

Requesting the Division of Highways name bridge number 26-054/00-005.74 () (26A046), (39.88578, -80.72476) locally known as Ireland Bridge, carrying CR 54 over Big Grave Creek in Marshall County the "U.S. Army MSG Jon D. Wayt Memorial Bridge".

Whereas, U.S. Army MSG Jon D. Wayt was born January 7, 1948, in Moundsville, the son of the late Harold E. and Goldie Mae Baker Wayt; and

Whereas, U.S. Army MSG Jon D. Wayt was raised in Moundsville and graduated from Moundsville High School in 1965; upon graduation, he joined the United States Marine Corps; during his eight years with the Corps, he served two tours in Vietnam, where his primary responsibilities were communication and navigation, skills which would later prove to be some of his greatest assets; and

Whereas, U.S. Army MSG Jon D. Wayt was married for 51 years to Goldie Wayt and they had four children, five grandchildren and one great-granddaughter. He loved being a Mountaineer and took great pride in living in WV. He spent all his 73 years in Moundsville; 49 of which was out Big Grave Creek down what is now Bottom Lane; and

Whereas, U.S. Army MSG Jon D. Wayt was a coal miner with CONSOL for over 30 years, served in the West Virginia National Guard 157nd MP for over 18 years and later joined the U.S. Army Reserves, where he would retire as a Master Sergeant; and

Whereas, During his military and civilian life, U.S. Army MSG Jon D. Wayt received many awards and belonged to several community organizations; his awards include the National Defense Service Medal, Vietnam Service Medal w/one star, Vietnam Campaign Medal w/device, Republic of Vietnam Campaign Medal, the Rifle Sharpshooter qualification badge, Army Service Ribbon, National Defense Service Medal 2nd Award, Humanitarian Service Medal 2nd Award, Army Reserve Components Achievement Medal 2nd OLC, Army Commendation Medal, Armed Forces Reserve Medal, WCO Professional Development Ribbon w/NUM3, Army Achievement Medal 1st OLC and Expert Marksmanship Badge Rifle – M-16, ASR Rifle M-14; SSBAD/NDSM/GCM/VSMw/ARCAM-3/HSM-2/AFRM/NCOPDR-3/ARCOM-/WVSSR/WVDUA/WVSM/WVESM/Rifle M-16A1 EXP BAD; and

Whereas, U.S. Army MSG Jon D. Wayt was a member of many community organizations, including the Moose Lodge #1087, Moundsville Veteran’s Honor Guard and the Fraternal Order of the Eagles; he was a lifetime member of the Marine Corp League, American Legion Post #3, United Mine Workers Association #1087, VFW #437 and the Moundsville Rifle and Pistol Club; and

Whereas, U S. Army MSG Jon D. Wayt was a proud member of the Moundsville Veterans Honor Guard for over 10 years; at the time of his death in 2021, he was an active member of the Honor Guard and, one could say he is still an active member, as he was laid to rest in his Honor Guard uniform;  and

Whereas, The life of U.S. Army MSG Jon D. Wayt  is the definition of what it means to be a true, loyal and proud West Virginian; and

Whereas, U.S. Army MSG Jon D. Wayt died Wednesday, January 6, 2021, in Wheeling; and

Whereas, It is fitting that an enduring memorial be established to commemorate U.S. Army MSG Jon D. Wayt and his contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name bridge number 26-054/00-005.74 () (26A046), (39.88578, -80.72476) locally known as Ireland Bridge, carrying CR 54 over Big Grave Creek in Marshall County the "U.S. Army MSG Jon D. Wayt Memorial Bridge"; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U.S. Army MSG Jon D. Wayt Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
