10 A BILL making a supplementary appropriation from the State Fund,

11 State Excess Lottery Revenue Fund, to the Department of Health

12 and Human Resources, Division of Human Services, fund 5365,

13 fiscal year 2014, organization 0511, by supplementing and

14 amending chapter four, Acts of the Legislature, regular

15 session, 2013, known as the budget bill.

16     Whereas, The Governor submitted to the Legislature, the

17 Executive Budget Document on January 8, 2014, which included

18 a Statement of the State Excess Lottery Revenue Fund, setting

19 forth therein the unappropriated cash balance as of July 1,

20 2013, and further included the estimate of revenue for the

21 fiscal year 2014, less regular appropriations and other

22 adjustments for the fiscal year 2014; and

23     Whereas, It appears from the Governor’s Statement of the

24 State Excess Lottery Revenue Fund, there now remains an

25 unappropriated

1 balance in the State Treasury which is available for appropriation

2 during the fiscal year ending June 30, 2014; therefore

3 Be it enacted by the Legislature of West Virginia:

4 That chapter four, Acts of the Legislature, regular session,

5 2013, known as the budget bill, be supplemented and amended by

6 adding to Title II, section five thereof, the following:

7 TITLE II--APPROPRIATIONS.

8 Sec. 5. Appropriations from state excess lottery revenue fund.

16     The purpose of this supplementary appropriation bill is to add

17 a new item of appropriation in the aforesaid account for the

18 designated spending unit for expenditure during the fiscal year

19 2014.
