Bill Title: Modifying witness fee rate paid by state to match federal court system

This bill will increase the amount paid to witnesses to appear in court. Currently, a witness is paid not less than $10 nor more than $20 for each day in attendance (�§59-1-16. Amount of allowance to witnesses for attendance; how and when made). This bill will increase the amount to $40 for each day of attendance.
We expect that the fees paid to witnesses will increase from $30,000 per fiscal year to $120,000 per fiscal year, an increase of $90,000. This is based on the actual fees paid in fiscal year 2021.
The bill should reference WV Code �§59-1-16. Amount of allowance to witnesses for attendance; how and when made.
