Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Proposed HB2507 has changes that impact process related matters. There will not be any cost to DOT or other agencies that participate in the grievance process. The costs currently being borne by DOT (State Road Fund) will not change, nor should they change for other agencies (General Revenue Fund).
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. HB 2507 is an agency bill requested by WV Department of Transportation (DOT) to update and clarify provisions of the State Employees Grievance System. The bill revises time frames for submitting documents, clarifies the responsibilities of the agency head or grievance evaluator during the level one process and specifies how much time an employee may spend during work hours preparing for or attending grievance conferences or hearings. Other process related changes similar to the ones listed are included.
