The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4320—A Bill to amend and reenact §16-29-1 of the Code of West Virginia, 1931, as amended; and to amend said code by adding thereto a new section, designated §16-29-3, all relating to a parent or guardian’s access to the health care records of their minor child; providing that no release, authorization, nor any form of permission from or by the minor child shall be required or requested as a prerequisite for the parent or legal guardian to obtain the medical records.
