WHEREAS, Maryann Horch, Senior Systems Analyst of the Senate of Virginia Clerk's Office, serves as the Associate Vice-President of the American Society of Legislative Clerks and Secretaries for 2015–2016; and WHEREAS, founded in 1943, the American Society of Legislative Clerks and Secretaries (ASLCS) has strived to improve legislative administration and to establish better communication among clerks, secretaries, and their staffs throughout the United States and its territories; and WHEREAS, today, ASLCS is one of the most active professional sections of the National Conferences of State Legislatures (NCSL); the society vigorously engages its members to share their expertise and learn from each other at educational meetings and seminars and in scholarly publications; and WHEREAS, Maryann Horch's professional journey with the society began when she was accepted as a participant in the Associate Exchange Program and traveled to Colorado to observe first-hand the operations of the legislature; and WHEREAS, prior to her election as Associate Vice-President of ASLCS, Maryann Horch held several leadership positions on the society's standing committees, including Co-Chair of the Professional Journal Committee in 2007–2009, Vice-Chair and Chair of the Technology Committee in 2009–2010 and 2010–2011, respectively, Vice-Chair of the Program Development Committee in 2011–2012, and Vice-Chair of the Legislative Administrator in 2012–2013; and WHEREAS, highly regarded among her peers for her creativeness, diligence, and enthusiasm, Maryann Horch was elected as an associate member of the Executive Committee in 2014 and has worked industriously to enhance the skills, knowledge, and effectiveness of her colleagues across the country; and WHEREAS, Maryann Horch's numerous contributions to ASLCS and NCSL are a testament to her dedication and commitment to the advancement of professional education and the promotion of collegiality among the staff of the offices of the clerks and secretaries; now, therefore, be it RESOLVED by the Senate of Virginia, That Maryann Horch hereby be commended and congratulated on her election as Associate Vice-President of the American Society of Clerks and Secretaries; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Maryann Horch as an expression of the Senate of Virginia's appreciation for her dedication, diligence, and strong sense of service to the Senate and the Commonwealth. |
