WHEREAS, on January 1, 2015, Julie Pastor retired as director of planning and zoning for Loudoun County after a distinguished 22-year career; and WHEREAS, Julie Pastor ably supported Loudoun County during a period when it led the nation in growth; during her tenure, the population increased from 86,000 people to more than 330,000 people; and WHEREAS, Julie Pastor implemented land use and planning concepts that formed the basis of the fiscal and economic vitality of the community, protected the area's natural and historical resources, and supported the rural economy while promoting responsible growth and development; and WHEREAS, Julie Pastor oversaw the development of the first countywide transportation plan, the first heritage preservation plan, and the first bicycle and mobility master plan; and WHEREAS, Julie Pastor introduced high-density mixed-use nodes and a phased approach to development that has successfully led to the approval of transit-oriented developments, in anticipation of Washington Metro Silver Line expansion; and WHEREAS, Julie Pastor helped Loudoun County establish strong links between land use and fiscal management, supporting a fair approach to new development and capital planning that reduced taxpayer burden for new development; and WHEREAS, having earned many awards and accolades for her leadership and service, Julie Pastor was inducted as a 2014 Fellow of the American Institute of Certified Planners for her contributions to the field and her dedication to the Loudoun County community; and WHEREAS, known for her honesty, integrity, and commitment to excellence, Julie Pastor earned the respect of her peers throughout the community, the Commonwealth, and the United States; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Julie Pastor on the occasion of her retirement as Loudoun County director of planning and zoning; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Julie Pastor as an expression of the General Assembly's admiration for her service to Loudoun County and the Commonwealth and best wishes on her well-earned retirement. |
