Requesting Virginia Polytechnic Institute and State University to study the requirements for the Virginia Tech Carilion School of Medicine to be designated as a teaching hospital in the Code of Virginia. Report.

WHEREAS, Carilion Clinic is a not-for-profit health care organization with more than 75 specialties based in Roanoke, Virginia, and serves residents in western Virginia; and

WHEREAS, Carilion Clinic and Radford University planned and executed acquisition of Jefferson College of Health Sciences by Radford University in 2018–2019, culminating in recognition in the Code of Virginia pursuant to Chapters 60 and 64 of Acts of Assembly of 2019; and

WHEREAS, Carilion Clinic and Virginia Polytechnic Institute and State University planned and executed a public-private partnership to form the Virginia Tech Carilion School of Medicine in 2007, and the Virginia Tech Carilion School of Medicine officially became a college of Virginia Polytechnic Institute and State University in 2018; and

WHEREAS, the establishment of the Virginia Tech Carilion School of Medicine has not yet been formally recognized by the General Assembly in the Code of Virginia; and

WHEREAS, the University of Virginia Medical Center and the Virginia Commonwealth University Health System Authority are established as teaching hospitals in the Code of Virginia; and

WHEREAS, it is imperative to study how the Virginia Tech Carilion School of Medicine should be established as a teaching hospital in the Code of Virginia; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That Virginia Polytechnic Institute and State University be requested to study the requirements for the Virginia Tech Carilion School of Medicine to be designated as a teaching hospital in the Code of Virginia.

In conducting its study, Virginia Polytechnic Institute and State University shall determine (i) the requirements for Virginia Tech Carilion School of Medicine to be designated as a teaching hospital in the Code of Virginia, and (ii) how Virginia Tech Carilion School of Medicine will be designated as a teaching hospital in the Code of Virginia.

All agencies of the Commonwealth shall provide assistance to Virginia Polytechnic Institute and State University for this study, upon request.

Virginia Polytechnic Institute and State University shall complete its meetings by November 30, 2020, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2021 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
