SENATE JOINT RESOLUTION NO. 222
Commending Jacqueline L. Shuck.

WHEREAS, Jacqueline L. Shuck, executive director of the Roanoke-Blacksburg Regional Airport Commission, retired in 2014; and

WHEREAS, Jacqueline "Jacque" Shuck was appointed executive director of the Airport Commission in 1989; one of the first female airport administrators, she ably served the air travel needs of 19 counties in the Commonwealth and West Virginia; and

WHEREAS, as one of the longest-serving airport administrators in the Commonwealth, Jacque Shuck was a catalyst for growth and numerous enhancements at the Roanoke-Blacksburg Regional Airport; and

WHEREAS, Jacque Shuck increased efficiency by gaining control of all financial and administrative functions of the airport from the City of Roanoke; she oversaw structural improvements, modernization of safety and maintenance equipment, and implementation of policies to raise money for future projects; and

WHEREAS, after September 11, 2001, Jacque Shuck worked with the Federal Aviation Administration to install new security measures; in 2003, Roanoke-Blacksburg Regional Airport became only the 13th airport in the country to install the Engineered Material Arresting System to prevent aircraft overruns; and

WHEREAS, during Jacque Shuck's tenure, the airport constructed a new control tower, a corporate hanger, and a rescue and firefighting facility; the airport also renovated the terminal building and expanded parking facilities, adding shuttles and ADA-compliant walkways; and

WHEREAS, Jacque Shuck helped the airport achieve early retirement of its bond debt in 2008, secured millions of dollars in state and federal grants, and greatly increased airport cash reserves; and

WHEREAS, most recently, Jacque Shuck instituted a project to enhance signage and the airport entrance and added Blacksburg to the airport's name; in 2013, the airport successfully handled more than 600,000 passengers and more than 23 million pounds of cargo; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Jacqueline L. Shuck on the occasion of her retirement as executive director of the Roanoke-Blacksburg Regional Airport Commission; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Jacqueline L. Shuck as an expression of the General Assembly's admiration for her tireless dedication to ensuring access to safe, reliable air travel in the region.
